Only after the separate $499 Copyright Assignment & Commercial Use Certificate is paid, completed and signed, and the underlying logo project is paid in full. The design package alone does not transfer copyright or authorize public or commercial use.
The longer answer
Completely, and in writing. Copyright is assigned to you rather than licensed, there is nothing to renew, and no further payment is ever due for using the mark.
This is the difference that matters most later. A licence cannot be registered as a trademark in your name and is awkward when a business is sold. An assignment is the thing a buyer’s solicitor will ask to see, which is why it is issued as standard rather than on request.
